ON 9th Jan, 2017 local time, UN Secretary-General António Guterres met Liu Zhenya, Chairman of Global Energy Interconnection Development and Cooperation Organization (GEIDCO) and China Electricity Council (CEC) in UN New York Headquarter. During the meeting, the two sides exchanged ideas on building GEI to promote global energy transition and sustainable development with important consensus being reached. Liu also presented the English version of Global Energy Interconnection and UHV DC Power Grid to Guterres. Also attending the meeting were UN Under-Secretary-General Wu Hongbo and people in charge of related UN Departments.
Liu Zhenya expressed his congratulations to António Guterres for having been sworn in as the new UN Secretary-General and introduced China Initiative of building Global Energy Interconnection (GEI) and the development of GEIDCO. Liu Zhenya pointed out that on 26th September 2015, Chinese President Xi Jinping proposed discussions on establishing GEI to facilitate efforts to meet global power demand with clean and green alternatives at the UN Sustainable Development Summit, which has won widespread praise and positive responses from the international community. This initiative represents the “Chinese solution” to promoting global energy transition and realizing a green, clean and sustainable development on a global scale.
According to Liu Zhenya, clean energy resources are very abundant globally. A merely 0.05% of them can meet the total global energy demand. GEI is a globally interconnected strong and smart grid with UHV grids as the backbone; it is an infrastructure platform on which clean energy can be developed, transmitted and used massively worldwide. In essence, GEI is “Smart Grid + UHV Grid + Clean Energy”. The goal of GEI is to create a new global energy development pattern with clean energy as the priority, electricity as the center, global allocation as the feature to realize sustainable energy for all. The direction is to implement “Two Replacements”, realize “One Restore” and “One Increase” to effectively tackle global resource constraints, environmental pollution and climate change and bring electricity to 1.2 billion people. Liu illustrated the feasibility of GEI in terms of technologies, economy and politics and came to the conclusion that the conditions for GEI had been met combining the practical experiences of UHV in China.
Liu Zhenya believed that GEI is a shared cause for every country in the world that could benefit all and is of great significance to realizing the goals in the UN 2030 Sustainable Development Agenda, implementing the Paris Agreement on Climate Change, promoting “South-South Cooperation”, reducing poverty and ensuring sustainable energy for all. With the support and help of the UN, GEIDCO will fully unleash its potential as a comprehensive platform to promote the concept of GEI and form a consensus among countries in an effort to accelerate global energy transition, realize sustainable energy for all and contribute to the sustainable development of the human society. Besides, Liu Zhenya also introduced the development plan of promoting global economic transition and upgrade through building GEI and accelerating EITI or the integration of “the Bits, Watts and Meters”.
António Guterres warmly welcomed Liu Zhenya and his delegation, praised China’s efforts in proposing GEI and promoting global sustainable development. GEI, which realizes the interconnection among grid in all parts of the world in an economical, green and highly efficient manner, will promote the development and use of clean energy and create the best energy consumption model. Therefore, it is of great significance to pushing forward with global energy transition and realizing 2030 Sustainable Development Goals including “Sustainable Energy for All”. Besides, António Guterres fully recognized the practical cooperation between China and Portugal in a series of projects such as the cooperation with REN and advocated other countries to learn from China’s successful experience in UHV power transmission. As the “Chinese solution” to address climate change, GEI should be included in the 2030 Sustainable Development Agenda, serving as a guideline for all members to make concerted efforts to promote GEI. On the same day, Liu Zhenya also met with UN Under-Secretary-General Gyan Chandra Acharya, Maged Abdelaziz and Wu Hongbo. In-depth discussions on building GEI and promoting global energy transition and sustainable development were carried out with regard to the areas they are in charge of with initial consensus being reached and fruitful results being produced.
